Judge Bradley K. Moss served as supervising judge of the Municipal Court Civil Division for 13 years, overseeing administrative functions and presiding over small claims, code enforcement proceedings and numerous landlord-tenant disputes filed in the city's First Judicial District.

But court officials have confirmed that he will leave the post on October 1. Municipal Court Judge Matthew S. Wolff will take over Moss' duties in the fall. He will step down from his post weeks after the eviction moratorium, amid a pandemic that city officials say has created a renter crisis that could trigger an "avalanche" of evictions.

The spokesman praised Moss' work during the coronavirus pandemic, as he oversaw court closings and reopenings and responded to city and state eviction moratoriums.

"Judge Moss' tireless service and dedication to the judiciary is most evident during the current global pandemic as he works to maintain critical operations and reopen the Civil Division of Municipal Court in a timely and safe manner," said First Judicial District spokesman Marty O'Rourke. . .

"Judge Moss is doing an excellent job as the supervising judge of the civil division of the municipal court. He is very dedicated, hardworking and always listens to all parties involved,” said Paul Cohen, attorney at HAPCO. "We will miss him and wish him success in his new role."

Court records show that Moss has sided with plaintiffs in about 78% of the landlord-tenant disputes he has presided over over the past five years.

City Councilwoman Helen Gimme, who helped pass the housing and anti-eviction laws, acknowledged there had been "controversy" over Moss' oversight of the landlord's court.

"This is a significant change in direction for the court and hopefully for the hiring court," Gimm said of the change in leadership. "We need a strong partnership with the courts."

Although the new eviction moratorium remains in effect until next month, more than 1,000 pending evictions were frozen after the court closed in March. Attempts to continue the existing case by reopening eviction court in July were met with an aggressive response from attorneys like Gimme and were eventually delayed until September.

The investigation found that the court has long used private lawyers to enforce evictions for profit — lawyers who are now married to Municipal Court judges who occasionally handle eviction cases. An Inquirer editorial board investigation later highlighted concerns about the opaque nature of this office and questioned the adequacy of efforts to notify tenants prior to evictions.

The change also came as Gov. Tom Wolf announced that he would not be able to extend the eviction moratorium after it expired in September.

Gimme said the court will be integral to stemming the tide of evictions related to economic stress.

"I appreciate the court's willingness to engage in a meaningful dialogue to reform eviction practices in our city," Gim said. "I look forward to working with Judge Wolff and the leadership of the Municipal Court to implement truly groundbreaking programs and collaborative efforts that help our city meet this path."

O'Rourke did not elaborate on the timing or reason for the redeployment. Less than two weeks ago, the Pew Trusts published an interview with Moss in which the judge outlined his current plan to safely reopen the courthouse.
